Legal Basis

The foundation of sustainability certification is the Renewable Energy Directive (RED III) (Directive (EU) 2023/2413), adopted by the European Commission on October 18, 2023. Economic operators seeking or required to demonstrate compliance with RED III must undergo formal certification. In Germany, the primary systems for biogas are REDcert (focused on the fuel sector) and SURE (focused on electricity and heat).During the audit process, sustainability criteria are evaluated across the entire value chain—from agricultural origin to final fuel production. Key verification points include:
 

  • Compliance: Adherence to cross-compliance and land-use criteria.
  • Mass Balance: Operation of a system-compliant mass balance to ensure traceability.
  • GHG Accounting: Verification of greenhouse gas calculations and emission savings.

Audits are conducted by independent, accredited certification bodies. Once conformity is confirmed, these bodies issue sustainability certificates, which empower companies to generate Proofs of Sustainability (PoS) and participate in GHG quota trading.
 

REDcert / ISCC Certification

For existing or planned biogas upgrading plants, entering the sustainable fuels market offers significant economic potential. REDcert or ISCC certification is the essential gateway to the German greenhouse gas (GHG) mitigation quota, unlocking valuable new revenue streams.
One of the most critical and challenging factors in profitable biofuel production is the precise calculation of GHG savings. Because this value directly influences the final selling price, it must be determined with technical precision. We provide expert support for these calculations and all other certification requirements to ensure your plant’s maximum profitability.
 

SURE Certification

If your biogas is used for on-site combustion in a Combined Heat and Power (CHP) unit rather than being upgraded, specific regulations apply. Plants with a thermal input exceeding 2 MW or 200 m³/h CH₄ (approximately 850 kW) are required to undergo SURE certification. This status is mandatory to be recognized as a producer of sustainable energy and to maintain eligibility for EEG remuneration.
